Implementation consulting regarding personnel strategies by the use of the Standard Balanced Scorecard

When it comes to implementation consulting, ISPA consult leans on the Balanced Scorecard (BSC) or similar concepts to turn a strategy into concrete actions.

Methodology of the implementation consulting

When employing the companywide Standard Balanced Scorecard, the implementation consulting primarily focuses on specifying the "learning and development prospect" (short: employee prospect):

  • determination of three to five personnel-relevant individual aims, which are to be given top priority
  • measurement of the individual aims by formulating Key Performance Indicators (operating figures)
  • definition of target values for each individual aim
  • formulation of one or more actions or measurements in order to achieve the individual aims and target values


ISPA consult supports the target selection, helps with defining operating figures and target values as required and takes part in finding appropriate measures through process and/or content consulting.
Example: Measurement of the employee satisfaction as key figure and integration into the employee prospect (see employee survey).

When employing the companywide Standard Balanced Scorecard, personnel-related implementation consulting lacks the ability of considering more than a few personnel-relevant individual aims and gets in the way of letting the already existing or developed personnel strategy explicitly appear.
